Judge Julius Anderson is a State Executioner. A combination of state trooper and federal marshal, state executioners hunt down individuals with state death warrants. Julius is heavily augmented, but prefers skin to chrome. Therefore he uses primarily bio-implants that have increased his strength and toughness to superhuman levels.

Judge Anderson travels with a team of investigators that help get him on the trail of his prey. Once they find him however, the others sit back while the judge does his thing.
