Leo Fong is a business man in his late 60s. His family in China has strong ties to the Triads, but he claims he has none himself. Past investigations into his businesses seems to support his claim. He does however make use of local gangs in areas that he develops. He readily uses them for protection, to keep his businesses secure. He is often generous with his deals with these gangs, which grants him good PR with the street life. Gangs that have tried to double cross him or try to raise their protection fees unreasonably, find out the hard way that he works with several Booster Gangs and can call on these other gangs to help put a gang being difficult back in its place.
