Winston Lee is a solo operating out of Antigua. He is an ex-pat American with a skill for demolitions. He orchestrated the detainment of numerous OTEC stock holders at the behest of a yet unknown employer. When the team searched his home, they discovered extensive photos of the Berlin Interpol bombing, as well as the phone number of Hans Jaeger, an Interpol agent who had operated out of that office.

The team would again run into Winston in Panama City. There he revealed that he was working for Adam Smasher. He was breaking into the CINO facility to learn more. Winston was killed by sniper during the attempt.
