After its technological coup with the Hermes Space Plane, the ESA concentrated on building and supplying corporate workshacks. It is funded by several multinational combines who trade materials and funds in exchange for workshack access. ESA has a deal with the Soviets, in that ESA provides passenger service for the Soviets, and the Soviets use their rocket resources to get heavy materials into orbit for ESA.

ESA helped start and is heavily invested in Orbital Air. It is also part owner of Crystal Palace. ESA is by far the dominate presence in low orbit.
